Project Description > Greenways Incorporated, as a member of the HNTB Team, worked with the City of Raleigh and its residents to prepare an update of the Comprehensive Plan. This is the fourth comprehensive plan in the history of the city, with the last being completed in 1989. Greenways Incorporated's role in the planning effort was to examine and help formulate recommendations for sustainability, open space, parks and greenways. To accomplish this, the consultant team and the client envisioned a "Greenprint Raleigh" strategy that encompasses a broad range of 21st century issues, including resource conservation, stewardship, energy efficiency, recycling and reuse, and reducing environmental impact.
The planning process included extensive citizen involvement, wholesale changes to the current comprehensive plan and the use of interactive technology to make the plan understandable by residents. Greenways Incorporated focused primarily on the Environmental Protection Element of the Comprehensive Plan. Below is the inroductory text to that section of the plan:
"The future success of cities in the 21st century will
most likely be judged by their ability to adapt and
meet the challenges presented by global climate
change and the need to become more sustainable in
their form and function. This Environmental
Protection Element contains the policies and actions
required for the City of Raleigh to begin meeting
these challenges, improving the long-term health of
local residents and regional ecological systems. In
doing so, Raleigh will become a model for cities in
the southeastern United States, serving as a key
player in the national reversal of sprawling
development patterns and environmentally
degrading development practices, with the goal of
one day becoming carbon neutral."
